Release: Howard Calls For Water Solutions, Not Fink’s Chemtrail Conspiracies
PHOENIX - As Arizona faces significant cuts to its Colorado River supply, legislative candidate Deborah Howard called out Rep. Lisa Fink (LD27) for her unseriousness on one of the most critical challenges facing the state.
“Lisa Fink is pointing fingers over water negotiations and elevating conspiracy theorists at a time when Arizona needs serious, bipartisan problem solvers,” said Howard. “When I served in the Reagan Administration’s Labor Department, the goal was always to solve problems, not create new ones. We should be evaluating every credible tool available to secure our water future. But Fink is playing political games and running on a record that includes trying to make those very tools a crime through her infamous chemtrail bill. Families don’t need legislators chasing lines in the sky. They need leaders chasing down long-term solutions.”
In 2025, Rep. Fink latched onto chemtrail conspiracy theories and introduced HB2056, which would prohibit a vast category of activities, including cloud seeding, a weather-modification tool designed to increase precipitation in drought-stricken regions.
Violations would have been a Class 4 felony, and the bill would have instructed the Arizona Department of Environmental Quality to effectively deputize residents to monitor, document, and report suspected activity in the sky. The Salt River Project (SRP) testified against the bill, recognizing the threat it posed to water management.
Fink is no stranger to conspiracy theories. A 2020 election denier and endorser of January 6th proponents, Fink has shown herself to be on the fringes when it comes to policy.
Howard said the contrast is deeper than Fink’s obscure bill.
“We have enormous challenges and limited time to solve them. I’m running to protect Arizona’s water supply and focus on real solutions, not turn internet conspiracy theories into legislation that takes important tools off the table.”
